Trump’s pressure on Ukraine’s president to investigate Joe Biden led to his first impeachment, exposing how Trump used foreign policy to advance his domestic political interests.

The “Perfect” Call

On July 25, 2019, Trump called Ukrainian President Volodymyr Zelensky to congratulate him on his election victory. During the call, Trump asked Zelensky to investigate Joe Biden and his son Hunter, who served on the board of Ukrainian energy company Burisma.

Trump repeatedly referenced “a favor” and suggested Zelensky work with Attorney General Bill Barr and Rudy Giuliani. He withheld $391 million in Congressionally-approved military aid to Ukraine (facing Russian aggression) while making the request.

Trump later called the conversation “perfect,” a claim that became darkly comic as the quid pro quo became undeniable.

Whistleblower Report

An intelligence community whistleblower reported the call and broader pressure campaign to Congress. Acting Director of National Intelligence Joseph Maguire initially withheld the complaint from Congress despite legal requirements, citing executive privilege.

When the complaint became public, Trump demanded to know the whistleblower’s identity, suggesting “spies” deserved execution—a threat that chilled future whistleblowing.

Aid Withholding

Testimony revealed Trump ordered military aid frozen in July without explanation. State Department and Pentagon officials scrambled to understand why. The aid was released on September 11—two days after the whistleblower complaint became public and House committees began investigating.

Giuliani Shadow Diplomacy

Rudy Giuliani conducted shadow diplomacy in Ukraine, pressuring officials to announce Biden investigations while working with discredited former prosecutors. Giuliani publicly admitted seeking dirt on Biden, undermining claims the call was about corruption generally.

Public Testimony

Career diplomats testified Trump withheld aid to pressure Ukraine:

  • Ambassador Bill Taylor: detailed the quid pro quo
  • Lt. Col. Alexander Vindman: listened to the call, reported concerns
  • Ambassador Gordon Sondland: testified “everyone was in the loop” including Pence and Pompeo

Republicans argued the testimony constituted policy disagreement rather than impeachable offenses, and that aid was eventually released.

No Biden Wrongdoing

Despite Trump’s allegations, no evidence emerged of wrongdoing by Joe or Hunter Biden. Hunter’s board position raised ethical questions, but Trump’s claims of corruption were unsupported.

The scandal instead exposed Trump using presidency to pressure foreign governments into investigating political rivals.
