In September 2021, Insulate Britain (Extinction Rebellion offshoot) began blocking the M25 motorway and other major roads around London. Their demand: government-funded home insulation program to reduce heating emissions and fuel poverty. Activists glued themselves to roads, causing traffic chaos. Police arrested hundreds repeatedly.

Public Opinion Split

Media coverage was hostile. Commuters dragged protesters off roads. Politicians condemned “eco-extremists.” Polls showed majority opposition to tactics. But the campaign succeeded in one goal: making “insulate Britain” a national conversation. The tactic—disruption forcing attention—echoed suffragettes and civil rights movements.

Courts issued injunctions against highway protests. Activists faced jail time and unlimited fines. By November 2021, over 100 arrests had occurred. The group paused actions but vowed to return. The episode illustrated climate activists’ tactical dilemma: polite protests get ignored, disruptive ones generate backlash. Finding middle ground remained elusive.
