The Indigenous-led resistance to Enbridge’s Line 3 tar sands pipeline through Minnesota that echoed Standing Rock’s water protection movement.

Treaty Rights and Climate

Enbridge’s Line 3 replacement pipeline (completed 2021) transported Canadian tar sands oil across Anishinaabe treaty territory in Minnesota, crossing 200+ bodies of water including wild rice lakes sacred to Indigenous communities. Activists invoked Standing Rock tactics: water protector camps, direct action, and climate-Indigenous rights coalitions.

Resistance Camps and Arrests

From 2020-2021, water protector camps formed along the route. Protesters locked themselves to equipment, chained to pipes, and blockaded construction sites. Over 900 people were arrested, including journalists and medics. Minnesota police deployed militarized tactics—helicopters, surveillance, and mass arrests. Jane Fonda and other celebrities joined protests.

Operational Despite Opposition

Line 3 began operations October 2021 despite ongoing legal challenges. The movement highlighted Biden’s contradiction: rejoining Paris Agreement while approving fossil infrastructure. It demonstrated limits of pipeline resistance without federal executive action. But activists vowed to continue treaty rights cases and pressure banks financing tar sands extraction.
